Accurate

I do excel in the highly sought-after field of thuggery.

Okay

While I see the coloring getting better to some degree, I'm still a bit irked that the lines kinda look like a frat guy trying to draw a straight line after an all night kegger. That or Muhammad Ali's son who contracted Rheumatoid Arthritis.
-Continue to practice anatomy
-Lay the drawings out better
-I see too much negative area, please make sure that the character/object is the actual centerpiece of the picture. If they are not, draw some more stuff to fill out the negative area (space with nothing in it)

Also the BG looks like a Goggle image of water that compels me to believe that It was colored over, and maybe had a filter or two splashed over it. Either that or some new custom brush tool that makes "realistic looking water."
As for the coloring of the character, if you want something to look like it's actually underwater and not just shiftily copy-pasted a layer over water, you should make a slitly opaque layer of blue and maybe add some translucent bubbles or something. it honesty does not look lik you tried to do this though.
Just head some of this advice because I would like to see something from you that didn't give me negative boner.

I used my own filter effects that I learned in a tutorial. I'll definitely fill out some of the space, though. That's a good point. The BG though, is mine! Yes, she is the center of the picture, but yeah, she needs more stuff behind her to make it look more appealing...I think I'll add lots of fish and stuff.

Honestly and admittedly, I see a slight improvement from your previous works, but you need to still practice making straight, solid lines. Also practice shading a little more in depth, and not make the pose so static-looking.
the concept is not very creative, nor is it inspiring or eye-catching. Just something someone could whip up in about an hour after staring at a "How to Draw Anime Girls" book from barne's N Noble for about 10 dollars.
Also, who the fuck would pay 10-15 bucks for something any other weaboo would draw for free?..and better!?

Look, I agree with your review. I do honestly have a little bit of trouble with shading. Mostly because I can't get the damn layers to work right sometimes. But, the weeaboo comment is hurtful and I demand you take it back. It is not necessary. Plus, I do know I have a lot of improvements to work on, and therefore, I am using references for difficult poses and using references to determine light sources.

Okay, either the perspective of this piece is horribly concieved, or this is supposed to be an optical illusion comprised 2 anime girls, 6 badly drawn Pokemon, and a screen-shot in the background of either Mt. Vesuvius erupting, or the 2007 Tsunami. (or was it 05?)
The characters are straight out of a "How to draw Anime" book, and the Pokemon seemed to have been drawn without any reference. I also am spotting some sort of "shadow" or "shading" under them, guessing it's an attempt at emulating depth; which I can give you credit for, but then take it away for not doing it, and doing it, and doing it well.
About the Pokemon:
-Evee seems ot have twisted "her" right ankle. (Okay, I know the leg's supposed to be turned towards the right, but it isn't shaded accordingly, so it looks twisted)

-Pikachu has a well drawn head, but the body seems to be a reject of one of those robot dogs they used to make in the late 90's

-Marreeps pretty good I guess, no real problems

-Dratini looks a bit too small, like it was badly shopped in there

-same with Sneasle, not sure what the fuck he's doing here. Looks like he's trying to do that jerk dance the black people seem to love.

-also I caught the Mew and Latios(or latias whatever) and they look REALLY out of place.

And I don't know how to conclude this so I'll say penis.

'Mareep' is actually a Flaaffy.
